Bloomington Housing Rehabilitation Program

The HRA annually provides home improvement loans for 30 to 40 low- and moderate-income homeowners throughout Bloomington. These deferred loans do not require repayment until the recipient sells, transfers title or no longer lives in the home. Typical improvements include energy and housing code improvements, roofs, siding, windows, doors, electrical and plumbing upgrades. The maximum deferred loan is $35,000. Applications are typically taken once a year during the months of February and March. Call to place your name on a list to receive an application or for information.

Neighborhood Home Improvement Loan Program

Each year the City of Bloomington selects specific target areas for its Community Enhancement Program. The purpose of the program is to improve and stabilize existing neighborhoods. This is accomplished by conducting systematic inspections of homes located within the specific targeted areas and providing nuisance education through the Environmental Health Division.

To assist in making any necessary repairs or to enhance properties, the HRA provides neighborhood loans to qualified homeowners. These deferred loans do not require repayment until the recipient sells, transfers title or no longer lives in the home. Exterior improvements that enhance curb appeal are encouraged. Other typical improvements include energy and housing code improvements, roofs, siding, windows, doors, electrical and plumbing upgrades, additions and landscaping. The maximum deferred loan is $30,000. Applications are accepted on a first-come first-served basis.This program is presently on hold pending funding.

Housing and Environmental Loan Program (HELP)

The HRA has developed a citywide loan program to assiszt property owners with serious code or health safety violations. Properties considered for this program must be referred by City staff. The purpose of this program is to encourage problem properties to come into compliance with City requirements and to address emergency repairs. Homeowners must demonstrate an inability to borrow funds from a private lender. The Housing and Environmental Loan is deferred and does not require repayment until the recipient sells, transfers title or no longer lives in the home. The maximum deferred loan is $30,000.
