The Housing and Redevelopment Authority (HRA) is governed by a five-member commission appointed by the City Council. The HRA helps provide housing for those who are not adequately served by the marketplace, coordinates the City's efforts to preserve existing neighborhoods and promotes development and redevelopment that enhances Bloomington. The HRA accomplishes its mission through various programs: rental assistance, housing rehabilitation, first-time home buyer assistance and other development and redevelopment programs. Staff liaisonBHRA's staff liaison is Doug Grout, Administrator. HRA Agency Plan and policiesHRA is required by the U.S. Department of Housing and Urban Development (HUD) to file an annual Agency Plan. The plan is a comprehensive guide to the BHRA's policies, programs, operations and strategies for meeting local housing needs and goals. The agency plan also incorporates both administrative plans for the BHRA's Section 8 Rental Assistance and Public Housing programs. The Limited English Proficiency Plan describes the steps the BHRA takes to ensure that people who have limited English skills have equal access to our programs (interpretation and translation services).
HRA Financial ReportThe HRA's financial report is a section of the City's Comprehensive Annual Financial Report (CAFR). The Finance Department has a Web page offering the full version of the CAFR. This report was prepared by the City's Finance Department. Responsibility for both the accuracy of the presented data and the completeness and fairness of the presentation, including all disclosures, supporting schedules, statistical tables, etc., rests with the City. We believe the data, as presented, is accurate in all material respects; that it fairly sets forth the financial position and results of HRA operations as measured by the financial activity of its various funds; and that all disclosures necessary to enable the reader to gain the maximum understanding of the HRA's financial affairs have been included.
