Project description: The Bloomington Central Station mixed-use transit-oriented development ( TOD) project was initially approved on December 6, 2005. City Council approved a Preliminary Development Plan for the entire 43 acre project and a Final Development Plan for the first phase of housing - two 17-story condominium towers with a total of 263 dwelling units. The December 6, 2005 approved Preliminary Development Plan includes high density residential (1103 dwelling units), a 200 room full service hotel, office (including the existing HealthPartners office tower) and retail uses and parks and common open space. The project is centered around the Bloomington Central Station, one of three Hiawatha Light Rail Transit ( LRT) stations in the City of Bloomington. Primary site access points will be from American Boulevard East at International Drive and from East Old Shakopee Road. The approved revised plan included refinement of the next phase of residential development (840 dwelling units) located north of the LRT line and the Reflections condominium project, change in the location and program for the full-service hotel, revision of the office development program, and additional detail on the Central Station Park.

Bloomington Central Station Park opened in June 2007. The 1.9-acre public park features seating areas, garden rooms, water walls and fountains, paved and lighted walkways, and public art.

Project description: The approved Mall of America Expansion for Phase II revised preliminary development plan will replace the existing preliminary development plan concept for development (approved for 2.247 million square feet of development) of the Met Center parcel. The revised preliminary development plan provides a framework for a 5.6 million square foot integrated mixed use center consisting of retail, hotel, office, residential and entertainment primary uses. Included within the concept are three hotels (including a hotel-waterpark development), performing arts center and museum spaces, town center, recreational anchor, connection to IKEA and offices. Unique to this plan is the MOA Phase II direct connection to the existing Mall of America at the same elevation as the first floor level of the existing Mall of America.

Water and sanitary sewer utility services will be provided by extensions from the existing systems and upgraded, as necessary, consistent with South Loop district plans. Stormwater management will be provided primarily by utilizing physical separation facilities and additional stormwater lines connecting to existing stormwater management facilities located below the Minnesota River bluff.

In order to provide the direct connection to the existing Mall of America, Lindau Lane is proposed to be lowered with the MOA Phase II to be constructed over Lindau Lane . Major access points will continue to be at IKEA Way, 22nd Avenue and on American Boulevard . The applicant is proposing structured parking for approximately 6500 vehicles in two parking ramps. A primary parking ramp is proposed parallel to 24th Avenue and will span American Boulevard . A second parking ramp will be constructed adjacent to American Boulevard and below the office element in the northwest corner of the Mall structure.

Project description: United Properties and Stuart Companies received approval to construct a two-phase, 7.57 acre (before Right-of-Way dedication), mixed-use development including up to 69,000 square feet of office space, 48,950 square feet of retail space which may include up to 15,000 square feet of restaurant space and 234 dwelling units at the southeast corner of Penn Avenue and American Boulevard West. Phase I is to include 234 dwelling units and 14,091 square feet of retail floor area on teh southern 3.196 acres.

Phase I is three buildings: 1) a four-story building constructed above an underground parking garage. The first floor would be 14,091 square feet of unfinished retail space. Floors 2, 3 and 4 would contain 60 wood framed, rental apartments; 2) a eight-story precast concrete building containing 152 rental apartments with underground parking. Common rooms such as a theather, community room, fitness room, lounge and rental office would be located on the main floor at the north end of the building, and 3) a four-story, slab-on-grade building consisting of two tiers of two-story townhomes. The first and fourth floor would be the bedrooms and the second and third floors would have the kitchen and common living areas and provide unit access. The building is wood framed and contains 22 two-bedroom townhome units. Parking is provided in the underground parking garage.

Phase II is two buildings - a one-story 21,250 square foot retail building and a seven to eight story mixed-use structure consisting of one level of retail, two to four levels of above grade parking, and up to four levels of office above the parking ramp.
