Project description: On May 19, 2008, the City Council approved
the developer's proposal to redevelop the former Seagate property to include a
3-story apartment building (282 units) with attached, 4-story parking ramp (450
spaces). Additional parking is proposed in two surface lots and 24 garages located
north of the apartment building. Primary access will be off W. 82nd St. A temporary
paved fire lane will be constructed on the east edge of the site in the proposed
right-of-way for extension of Stanley Avenue between W. 82nd St. and American
Boulevard .
The site is in a Planned Development Overlay district, which allows greater site
plan flexibility. The approved site plan includes some deviations from the
development standards in the City Code, including: structure setbacks, amount of
off-street parking, structure lot coverage, and reduction of minimum light levels.

Project description: The approval is for 17 villa homes on 7.15
acres and 42 town homes on 8.3 acres. This is the south portion of a development
which also includes Wealshire. Approximately four acres would remain as open space
and three acres for private streets, parking and access.
The townhomes and villa homes are to be accessed from a private street looped
through the southern two-thirds of the site. Existing and new stormwater ponding
areas separate the two housing styles and access locations. Each villa home and
townhome would have a two-stall garage with an optional three-stall garage where
adequate area is provided. An emergency vehicle only access from Hopkins Road for
the villa home/townhome development would be provided near the center of the site.
The townhome and villa homes would be single-level living with walkouts for
majority of the dwellings. The exterior building materials are brick, Hardi-Shakes,
and cultured stone with asphalt shingles. A total of 12 town homes (out of 42) and
two villa homes (out of 17) have been constructed.

Project description: The applicant received approval to revise the
Final Development Plan approved by the City Council on May 1, 2006. The approved
Final Development Plan is for 4 four-story 54 unit condominium buildings (216 total
units). The revised plan would replace the condominium buildings with a four story,
166 unit, senior independent and dependant living building on the north side and a
50 unit apartment building on the south side of the property. Land use density
would remain unchanged at 29 units per acre.
Alternations to the internal roadway pattern would result in circulation around the
perimeter of the property with two access points at Portland Avenue and one on Park
Avenue/West 88th Street. A new 24 foot wide street connecting Park Avenue to
Oakland Avenue would be constructed. No access to northbound Park Avenue or Oakland
Avenue is proposed. A total of 129 underground and 223 surface parking spaces (352
total spaces) would be distributed throughout the property. Access to the
underground parking garages would be from the east with primary building entrances
on the north for the senior living building and on the south for the apartments.
The building materials are a mix of brick, cement board siding and vinyl siding
with asphalt
shingles.

Project description: On December 15, 2008 the City Council approved an
amendment to the Comprehensive Plan and Normandale Lake District Plan to change the land use
guide plan designation on this property from Office to High Density Residential. The City
Council also approved rezoning of the property from Office to Multi-Family Residential (RM-50).
At the same meeting, the City Council approved a Preliminary and Final Development Plan to
allow development of 250 luxury rental apartment units on this 8.36 acre site.
The proposed Covington apartment development will consist of 5-stories of apartments built over
a one-story parking ramp. Some surface parking will also be provided. The building encloses a courtyard that will
be constructed as a green roof over the parking ramp. The courtyard includes a patio and
swimming pool for use by residents.
The site is in a Planned Development Overlay district, which allows greater site plan

City Code, including structure and parking setbacks and number of off-street parking spaces.
To date no permits have been issued for grading or building construction. Construction is anticipated to begin in spring, 2012.
