Mall of America Phase II plans -2006City Advisory Commissions reviewThe City of Bloomington's Planning Commission and Traffic and Transportation Advisory Commission held a joint meeting on Thursday, May 25, 2006, beginning review of the preliminary development plan for Phase II of the Mall of America. (View plans, parking and traffic studies.) Representatives from the Mall of America Company presented an overview on the Phase II expansion plan and answer commissioners' initial questions. No formal action was taken at this meeting. The Mall of America Company's application was completed on May 12, 2006. Given the magnitude and complexity of the project, the Advisory Commissions and City Council will require numerous meetings in order to assess the plans. The preliminary development plan for Mall of America Phase II depicts a 5.6 million square foot integrated, mixed-use center consisting of retail, hotel, office, residential and entertainment uses. Included are three hotels (including a water park hotel), theaters, museum, town center gathering space, recreational anchor, offices and skyway to IKEA. Lindau Lane would be lowered so that the Phase II expansion could bridge over Lindau Lane. Also planned are 6,500 spaces in parking structures. Phase I and II combined would have over 20,400 parking spaces. The Mall of America's success is generally attributed to the fact that it is easy to move from local highways to the site, and once on site, it is easy to navigate. The City's Planning and Traffic and Transportation Commissions will consider the effect of the expansion project on regional and local transportation systems, including major access points at Lindau Lane, 24th Avenue, American Boulevard and the connections to TH 77 and I-494. Commissioners will also consider compatibility of the proposed design with the current Mall of America facility. Bloomington's Planning Commission provides for citizen participation in issues concerning the City and its businesses and residents. Commissioners are Bloomington residents appointed by the City Council.
