Zoning ordinance update

The Bloomington City Code referenced “tattoo establishments” however this term, and related standards, did not adequately cover the variety of body art procedures being performed today. The existing City Code language adopted in 1995 only covers tattooing, leaving out the much broader industry of body art. The adopted language extends the health and safety standards beyond Tattoo Establishments to Body Art Establishments, which includes body piercing as a similarly zoned and regulated business.

The adopted health and safety standards are based on Hennepin County’s Body Art Ordinance Number 23, adopted in June 2002. In the area of health and safety, the City is required to be as strict as the County. Therefore, staff must either enforce the County Ordinance or amend the City Ordinance to meet the County regulations.
