City of Bloomington Video Posting Standard

The City now has even more embedded video on CityWEB.
Purpose
The City of Bloomington provides access to online video because this is the way many
residents communicate and obtain information online. Key objectives for video content
should meet one or more of the following goals: provide information about City services,
showcase City and community events, explore City issues, and highlight outstanding
individuals and organizations that contribute to Bloomington and the region. The City
encourages the use of video content to further the goals of the City and the missions of
its departments, where appropriate. These standards should be used in conjunction with the
City's Social Media Use
Policy.
City of Bloomington video posting guidelines

The department's manager will be responsible for approving the video content.

Video quality should be comparable to DVD quality, clear and understandable.

Video must originate from City staff.

All videos will be submitted to the Communication Administrator for hosting and
posting.

The department must have secured rights to stream the video:

The video was produced by the department.

Or written permission has been granted to host and stream the video on the
City’s website.

Videos streamed from sources other than the City of Bloomington may be embedded on
www.ci.bloomington.mn.us pages with prior approval from the Communications
Administrator. Links to external videos are permitted, but should only be used when
content is not available through City of Bloomington video distribution.
The Communications Cable Section will:

Encode the video as .WMV file.

Host the video on its video server.

Add the City-produced video to the database for archiving.

Provide a video link and code to embed the video on a web page.
Submitting video to the City of Bloomington

Acceptable formats: .MPG, .WMV, .DVD, Tapes – DVD-Pro.

Submitting video to other video sites

Videos may be submitted to YouTube, Facebook, and other video sites that are on the Internet-based
Collaboration Tool Standard list on a case by case basis under the direction of the
Communication Administrator, if there are needs that cannot be met using the City of
Bloomington’s video distribution - video linking, video embedding on site.

Most of these sites limit the video to 10 minutes in length or less than 1 GB.

Comments on video should be turned off on these sites.

The Communications Division will administer these additional video site accounts.
Archive

Any video posted to a third party video site must also be posted to the City’s
site at ci.bloomington.mn.us for purposes of records retention.
