Fee Assistance Program

What is fee assistance?

The City of Bloomington Parks and Recreation Division's fee assistance program assists Bloomington residents in overcoming financial limitations so that they may participate in City of Bloomington recreation programs. Eligibility for the program is determined by completing an application and supplying the correct documentation.

To which programs can the discount be applied?

The programs to which the fee assistance program discount may be applied includes, but is not limited to, the following programs: 

  • Summer Spectrum.
  • Bloomington Family Aquatic Center season pass.
  • Camp Kota.
  • Summer Adventure Playgrounds.
  • Bush Lake Beach season parking permit (limit one permit per household).

*Discount cannot be used towards field trips, swim trips, team tennis, Dakota Language camp and other programs to be announced.

Who can apply?

Only Bloomington residents are eligible for the fee assistance program.

When can I apply?

Applications will be accepted and processed January 1 - May 18, 2012.  Applications received after 4 p.m. on May 18, 2012, will be denied.

How do I apply?

  1. Complete a fee assistance program application and provide documentation.
  2. Return completed application and any required documentation to:

What kind of documentation is needed?

Documentation needed for the application is as follows:

  • Copy of your current eligibility Notification Letter from ISD 271 Food Service Department if your child participates in the Free or Reduced Lunch Program.          

Or ALL of the following:

  • If any earned income is received, please verify with a minimum of two pay stubs and a copy of your previous year's federal tax returns. ALL SECTIONS of the application must be completed.
  • If aid is received from Social Security, please obtain verification of financial status.  You can call 1-800-772-1213 to request a printout. ALL SECTIONS of the application must be completed.
  • If aid is received from Hennepin County, please obtain verification of your monthly income. This information can be obtained by calling your Hennepin County financial worker. ALL SECTIONS of the application must be completed.

How do I contact ISD 271 Food Service?

To request an Eligibility Notification Letter that verifies your child participates in the Free or Reduced Price Lunch Program, call the Food Service Department at 952-681-6570. Please note that the Food Service Department cannot fax or send letters directly to Parks and Recreation.

When will I know whether I am accepted?

Eligibility will be determined and verified to you in writing within two weeks.

How much assistance can my family receive?

If you are accepted into the program, each person in a qualifying household will be eligible for a 75 percent discount on program registration fees in up to 4 programs for the calendar year (only 3 are allowed to be used in June, July and August).

Please note that a pool pass counts as one program for each member of the household.

Will my submitted information be kept confidential?

All information submitted to the fee assistance program for the purposes of eligibility determination is considered confidential and is not shared with the staff working in the programs.

How long can I use the discount?

The discount is valid only for the one calendar year in which your application has been accepted. You must REAPPLY EVERY CALENDAR YEAR.

Payment information

If accepted into the fee assistance program, you will be expected to pay the discounted fee at time of purchase.

If for any reason your account becomes delinquent (for example, a returned check), you must pay the outstanding balance on the account, as well as any service fees that apply, prior to registering for any future programs (discounted or full price). Your household will become ineligible for this program and removed from any future fee assistance program mailings until your account it brought up to date.
