The 2009 Budget theme, "Sustainable Bloomington ," illustrates Bloomington's commitment to creating a stronger, more sustainable Bloomington through education, environmental consciousness, energy conservation and innovative, sustainable initiatives.
Although being "green" is now in vogue, Bloomington has always been committed to protecting the environment. Early efforts preserved one-third of the community as parks and open space. In so doing, important, often fragile, rivers, bluffs, lakes, ponds and wetlands were protected from development.
This document presents the City's approved 2009 Budget, including budget summaries for all funds, working capital goals by fund, debt and capital overviews and operating program details. Background information used to develop the budget and to describe the impact of this budget and corresponding levies are included in the introduction to provide a more complete understanding of the 2009 Budget. A ten-year budget model for years 2009 through 2018 was used to determine reasonableness of the current levy and to consider the City's long-term financial stability. The pro forma component of this budget is included herein.
