What pets need to be licensed?

The City of Bloomington requires all dogs, cats and ferrets six months or older to be licensed and vaccinated against rabies.

When should I license my pet?

The annual license period is January 1 through December 31. If you have just moved to Bloomington or if you just acquired a new pet, you must apply for a license within 30 days. If you have a new puppy, kitten, or ferret, you must apply for a license within the first six months, after the pet receives its firs t rabies shot. Pets cannot be licensed within 30 days of the rabies vaccination expiration date.

What is needed to complete a pet license application?

The applicant must be at least 18 years of age. The application must be completed with the owner's full name, home address, and daytime and evening telephone number(s). The owner's Minnesota driver's license number or Minnesota state identification number or date of birth must also be provided.

Also needed: the name, breed, color, age, sex and reproductive status of the pet to be licensed; the street address where the pet will be kept, if different from the owner's information; and a current certificate of rabies vaccination for the pet.

How do I know when I need to renew my pet's license?

A renewal notice will be sent to all pet license applicants in November of each year. Once the notice is received the applicant may mail the form back or personally bring the form to the Licensing counter at the Civic Plaza.

Please remember to attach a copy of the pet's rabies certificate and to fill the renewal application out completely to avoid any delays. Payment of the fee noted on the renewal form will also be needed. Please do not mail cash.

Why should I license my pet?

The regulation of pets is found to be necessary to protect the health and safety of the community. The license tag attached to you pet's collar shows the animal has been vaccinated against rabies, proves ownership, and allows the pet to be returned to you if it gets lost. The fine for an unlicensed pet is a misdemeanor.

Must my pet wear a license tag?

Yes. Pets must wear their license tags.

What if my pet loses its tag?

You are responsible to obtain a duplicate tag for a fee of $2.

Can I let my licensed pet run loose?

No. City ordinance requires all dogs be under restraint at all times. No owner shall allow or permit the owner's animal to be at-large within the City. An animal is at-large when it is off the premises owned or occupied by its owner and is unaccompanied by the owner.

What if we just moved here and my dog has a current license from my last hometown?

Upon proof of current rabies vaccination, a dog owner who has a valid and current license from another city within the State of Minnesota may secure a Bloomington dog license by surrendering the other license, completing a new application form and paying a transfer fee of $2. The license will be valid for the remainder of the current license year.

What if my dog dies?

If a City-licensed dog dies during the license year, and a new dog is secured by the owner to replace the previous dog, the license of the deceased dog may be transferred to the replacement dog upon completion of the new application form, identifying the replacement dog. A transfer fee of $2 is applied.

Is there a limit to how many dogs and cats I can have?

Yes. You may keep in one household unit, lot, or premises or portion thereof no more than four dogs, cats, ferrets, rabbits, or other domestic animals, excluding fish, over 6 months old. An exception is made for those who possess a valid kennel license from the City.
