Bloomington selects new City AttorneySandra Johnson replaces outgoing David Ornsteinbsp.jpg) November 24, 2009 Sandra Johnson has been appointed as the City of Bloomington’s City Attorney by City Manager Mark Bernhardson to replace outgoing City Attorney David Ornstein. Ornstein is retiring on November 30 after 36 years with the City. Johnson has been employed with the City of Bloomington as an Associate City Attorney since 1991. Prior to that, she was an Assistant County Attorney with Anoka County. Johnson was raised in St. Louis Park, graduating from the University of Minnesota and the University of Minnesota Law School. She is vice president of the Minnesota Association of City Attorneys, a board member of the League of Minnesota Cities Municipal Appellate Amicus Program, a member of the Minnesota Criminal Justice Task Force, and staff to the Hennepin County Criminal Justice Coordinating Committee. Ms. Johnson is married to Douglas L. Johnson, Assistant Coon Rapids City Attorney. They have two sons. “Ms. Johnson has been an excellent Attorney for the City and has earned this opportunity,” said Kent Michaelson, Human Resources Director. Outgoing City Attorney David Ornstein has been with the City of Bloomington since 1973. Ornstein was named a “Super Lawyer” by the Minnesota Journal of Law and Politics for accomplishments from representing the City during the Mall of America (MOA), IKEA and Bloomington Central Station developments. Ornstein also received the Distinguished Public Service Award from the International Municipal Lawyers Association and the Public Attorney Award of Excellence from the Minnesota Bar Association. “Bloomington has been most fortunate to have had the best city attorney in the state of Minnesota and in the nation,” said City Manager Mark Bernhardson.
