10/28/08 Update: At the October 27, 2008 City Council meeting the Target application was not formally denied by council members - the applicant (Target) withdrew the application before a vote was taken.
OverviewTarget Corporation has submitted an application for land use changes at the Southwest quadrant of Normandale and Old Shakopee Road. A public hearing was held before the Planning Commission on July 24, 2008. This application was scheduled to be heard before the City Council on August 18 but the public hearing has been postponed to October 27, 2008. Staff reportThe staff report contains the Planning Division's report and recommendation regarding the SuperTarget development application.
Zoning MapThe red boundary indicates the intended Super Target site. The Holiday property is currently designated for "Industrial" use by the Comprehensive Plan, and zoned "IP Industrial Park". Both of these land use controls would have to be amended by the City Council in order for the Super Target development to proceed. The City has generally not approved retail use applications in the Industrial Park in the past.
Public MeetingsThe City Council will conduct the public hearing for the SuperTarget application (properties located at 5401-5501 West Old Shakopee Road and 10800 Normandale Boulevard) on October 27. The City Council meeting starts at 7 p.m. The meeting will be held at Bloomington Civic Plaza, 1800 West Old Shakopee Road. Staff is working with the City Council to prepare guidelines for the meeting procedures. On July 24, 2008, the Planning Commission conducted a Public Hearing and recommended to the City Council:
7/24/08 Planning Commission Meeting Synopsis NEW At the September 25th Traffic and Transportation Advisory Commission (TTAC) meeting the agenda item for the Super Target proposal will state that staff and the applicant request continuance to the October 9th TTAC meeting to complete review of the railroad/traffic modeling.
