Minnesota Federal stimulus rebates of up to $10,000 are available through the Minnesota Housing Fix-up Fund.

Bloomington HRA has partnered with the Center for Energy and Environment (CEE), a local non-profit lender, to offer an Energy Saver Rebate to homeowners who make qualifying energy-saving improvements. CEE will use federal stimulus funds for the rebates.

Energy Saver Rebate

  • A 35% is available for qualifying households making eligible energy improvements.
  • The maximum rebate is $10,000.
  • Improvements must meet certain minimum criteria. Eligible improvements include:
    • Windows
    • Doors
    • Insulation
    • Water heaters
    • Heating and cooling
  • The owner must take out a Fix-Up Fund loan to access the rebate.

Fix-up Fund loans (required for rebate)

The owner must take out a fix-up loan with CEE to qualify for the 35% rebate on eligible improvements.

  • The maximum loan amount is $35,000.
  • The interest rate (as of 11.22.2009 - subject to change) is 5.99%.
  • The maximum household income limit is currently $96,500.
